Employee Health Insurance

Burnet County is soliciting sealed proposals for employee health insurance services under solicitation number 26-4090-09, with responses due by June 10, 2026, at 10:00 AM CDT. The contract aims to secure comprehensive health, dental, and vision coverage for county employees and their eligible dependents, including medical options such as fully insured or self-funded PPO, HDHP, and HSA-compatible plans with prescription drug, preventative care, telehealth, wellness, disease management, and Employee Assistance Program services. Dental coverage must include preventive, basic, major, and orthodontic benefits, while vision coverage must cover exams, lenses/frames, and a contact lens allowance. Administrative services such as enrollment support, COBRA and ACA compliance, HIPAA adherence, claims reporting, renewal strategy, and employee education are required. Proposals must come from licensed vendors with at least five years of experience serving Texas governmental entities and must include three county government references. The contract has an initial three-year term with two optional one-year renewals subject to Commissioners Court approval, and the County retains the right to terminate for convenience with thirty days’ written notice. Vendors must comply with multiple statutory and certification requirements, including Texas Family Code Section 231.006, debarment and suspension certifications under federal, state, and local standards, and compliance with Texas Government Code Chapter 2274 regarding non-discrimination against firearm entities. They must certify they are not listed as doing business with Iran, Sudan, or foreign terrorist organizations and disclose any felony convictions involving their owners or employees. A tax debt certification confirms no delinquency in state franchise, property, or child support taxes. Insurance requirements include $1 million general liability per occurrence with $2 million aggregate, $2 million professional liability per claim, $1 million cyber liability, and statutory workers’ compensation limits. Cost proposals must include monthly premiums, PEPM fees, broker compensation disclosures, administrative fees, renewal guarantees, and rate guarantees with detailed plan structures like deductibles, copays, coinsurance, and out-of-pocket maximums. Evaluation is weighted toward cost structure (35%), plan design (25%), experience with counties (15%), service support (15%), and references (10%), with HUB participation being a mandatory pass/fail criterion.
