EMS Services for Carnival

The Jefferson Parish Government is soliciting a one-year contract from January 1, 2027, to December 31, 2027, to provide comprehensive medical services for the East Bank carnival parades. The scope of work is divided into two primary categories: general carnival season coverage and high-capacity coverage for Mardi Gras Day on February 9, 2027. For most parade dates, the contractor must provide three ambulances, two ASAP Polaris carts, and one mule. For Mardi Gras Day, the requirements increase to six ambulances, three ASAP Polaris carts, and two mules. All ambulance and ASAP units must be staffed by two providers, at least one of whom must be an ALS-skilled paramedic. Crews are required to arrive two hours before each scheduled parade and will be released by the EMS parade commander once crowds have dispersed. The contract will be awarded to the lowest responsive and responsible bidder. A critical requirement for responsiveness is the submission of final insurance certificates—including Worker's Compensation, Commercial General Liability, and Business Automobile Liability—within ten calendar days of the bid opening. The contractor must maintain operations that meet or exceed industry standards and comply with all federal, state, and local laws. Invoicing must be detailed and itemized and submitted to the Department of Citizens' Affairs. Personnel must be sole employees of the contractor and meet the qualifications defined in the proposal, with the Parish reserving the right to request the removal of any unsatisfactory staff.
