EMS Services for Carnival

The Jefferson Parish Government is soliciting a one-year contract for medical services to support the East Bank carnival parades for the 2027 season, spanning from January 1, 2027, to December 31, 2027. The scope of work requires the provision of ambulances, ASAP Polaris carts, and mules staffed by two-person crews, with at least one provider per unit operating at the ALS skilled paramedic level. For most parade dates, the requirement includes three ambulances, two ASAP carts, and one mule for an estimated 80 total hours. For Mardi Gras Day on February 9, 2027, the capacity increases to six ambulances, three ASAP carts, and two mules for an estimated 10 total hours. All crews must arrive two hours before the scheduled parade and will be released by the EMS parade commander once crowds have dispersed. The contract will be awarded to the lowest responsive and responsible bidder. To be considered responsive, the apparent low bidder must provide final insurance certificates complying with Jefferson Parish standards for Worker's Compensation, Commercial General Liability, and Business Automobile Liability within ten calendar days of the bid opening. The selected firm must maintain operations that meet or exceed industry standards and comply with all federal, state, and local laws. Invoicing must be detailed and itemized and submitted to the Department of Citizens' Affairs. Personnel must be the sole employees of the firm and meet the qualifications defined in the proposal, with the Parish reserving the right to request the removal of any unsatisfactory staff.
