Request for Information (RFI) – Strategic Electromagnetic Spectrum Oversight Modernization Initiative


The Department of War (DoW) Chief Information Officer (CIO), through the Electromagnetic Spectrum Office, is responsible for “policy, oversight, guidance, and coordination for all Department of Defense matters related to electromagnetic spectrum, including coordination with other Federal and industry agencies” under 10 U.S.C. 142 (b)(1)(F) and for fulfillment of DoW CIO’s budget certification for electromagnetic spectrum capabilities under 10 U.S.C. 142 (b)(2)(B).


The mission of the Department of War, as expressed in Title 10, is to provide the military forces needed to deter war, promote national security, and protect the United States, its possessions, and areas vital to its interests.   Foremost, consistent with statutory responsibilities, the Department needs assured domestic spectrum access so the armed forces can effectively defend the homeland and pursue military interests overseas, and train for both.  Emerging missions and Presidential initiatives require DoW’s increased spectrum access.  At the same time, without undermining national security and homeland defense missions, the Department also must support national economic objectives related to spectrum. Congress and the President have directed number of actions related to DoW spectrum on extremely aggressive timelines.
