AI Contract Overview
The contract solicitation SPE4A5-26-T-155Q calls for the supply of six electrical end bells for rotating equipment, identified by NSN 6115-00-075-2053, to be delivered to Hill AFB, Utah, within 171 days after delivery order issuance, with a required delivery date of December 4, 2026. The item must be manufactured using a metal casting process, requiring specialized tooling, and sourcing or technical assistance for tooling and materials must be obtained through DLA’s Aviation, C4E or Land & Maritime Supply Chains teams. Technical and quality requirements are governed by the DLA Master List of Technical and Quality Requirements, with compliance mandatory; packaging and marking must adhere to MIL-STD-129 for item identification and barcoding, ASTM D3951 for general packaging, and RP001 for palletization, with hazardous material labeling following 29 CFR 1910.1200 and radioactive materials subject to strict notification and marking thresholds. Inspection and acceptance occur at the destination, with sampling required to meet MIL-STD-1916 or a comparable zero-based plan, where acceptance hinges on zero non-conformances for any sampled lot, and unspecified attributes are treated as major with an AQL of 1.0. Payment must be processed via WAWF, and all contractors must comply with federal mandates including safeguarding controlled defense information under NIST SP 800-171, adhering to trafficking in persons and employment eligibility verification policies, and flowing down applicable clauses to subcontractors. Offerors must provide their Unique Entity Identifier, certify small business or socioeconomic status including HUBZone, WOSB, and SDVOSB, and disclose any involvement with covered defense telecommunications equipment or former DoD officials. Technical data packages are not provided by DLA, and pricing details remain unspecified in the solicitation, with no formal contract type or evaluation factor weights outlined, though price preferences may apply to HUBZone small businesses. All proposals must be submitted electronically via DIBBS by May 27, 2026, and no physical or alternative submission methods are permitted.
