Sources Sought Notice: IHS-26-SSN-EUD-PATH-EHR

End User Devices, Software & Deployment Support Services for IHS PATH EHR

INTRODUCTION

Pursuant to 48 CFR Part 326, Subpart 326.603-3 and IHM 5.5-6, Indian Health Service (IHS) must use the negotiation authority of the Buy Indian Act, 25 U.S.C. 47, to give preference to Indian Economic Enterprises (IEE) whenever the use of that authority is authorized and practicable.

The Government is seeking to identify Indian Small Business Economic Enterprises (ISBEE) and/or Indian Economic Enterprises (IEE) as its first preference and Service-Disabled Veteran-Owned Small Businesses (SDVOSB) as its second preference capable of performing the below Indian Health Service (IHS) requirement.  Any vendor responding to this notice should submit their capability statement as well as the Buy Indian Act Indian Economic Enterprise Representation Form (Attachment 1). Instructions for submission are outlined below in Response Requirement section.

This is a Sources Sought Notice. This is NOT a solicitation for proposals, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified small ISBEE and/or SDVOSB and/or other than small IEE Firms (25 USC 47) that are capable of providing IHS Enterprise End User Devices (EUD) and software, such as peripherals, software licenses, and related deployment support services necessary to support the implementation of IHS’s new Patients at the Heart (PATH) Electronic Health Record (EHR) implementation activities. This requirement will support IHS Office of Information Technology (OIT). Your response to the information requested will assist the Government in determining the appropriate acquisition strategy.

BACKGROUND

The Indian Health Service, an agency within the Department of Health and Human Services, is responsible for providing federal health services to AI/AN populations. The IHS is the principal federal health care provider and health advocate for AI/AN, and its goal is to raise their health status to the highest possible level. IHS provides a comprehensive health service delivery system for approximately 2.6 million American Indians and Alaska Natives who belong to 573 federally recognized tribes in 37 states.

PATH demonstrates IHS’s dedication to assisting individuals on their journey to healing, promoting empowerment, and advancing health and wellness in line with nature and community values. The PATH EHR reflects the vision statement of the Modernization Program, which aims to "Provide the best possible EHR, managed by its users, for its users, to drive high-quality health care through sustainable, modern, and easy-to-use tools."

The Contractor shall provide, at a minimum:
• Commercial, new (not used or refurbished), Trade Agreements Act (TAA)-compliant supplies that match the salient characteristics in the table below, on a Brand Name or Equal basis as applicable.
• FOB Destination delivery to the receiving location designated by the Government, with standard commercial packaging to prevent in-transit damage.
• Line-item documentation at time of shipment/delivery: manufacturer and model/part number, COO, warranty terms, and (when applicable) VPAT for ICT items and ENERGY STAR® / EPEAT® identifiers.
• No substitutions without prior Contracting Officer’s approval.

Emergency Medicine (Physician) - Whiteriver Indian Health Service Hospital - Personal Services Contract (PSC)
Solicitation # 75H70426R00007
The Indian Health Service is soliciting proposals for a Personal Services Contract (PSC) to provide ad hoc Emergency Medicine Physician services at the Whiteriver Indian Health Service Hospital in Arizona. This is a new requirement and is being conducted as a 100% Indian Small Business Economic Enterprise (ISBEE) set-aside under the Buy Indian Act. The government intends to contract directly with an individual physician—such as a single-member sole proprietorship or LLC—rather than a multi-person organization. The successful candidate must be a U.S. citizen who is board eligible or board certified in Emergency Medicine and must meet all specific licensing, credentialing, and background check requirements, including those designated for Indian Health Service Childcare Worker Positions. The contract includes a one-year base period and two one-year option periods, with a potential six-month extension. The scope of work involves providing 24-hour emergency care, managing diverse medical cases, performing diagnostic and surgical procedures, and providing medical direction to Emergency Medical Services personnel. Evaluation will be based on a best-value determination, prioritizing technical excellence—including minimum qualifications, work experience demonstrated through an interview, and professional references—over price. Proposals must be submitted in three separate volumes via email by September 18, 2026, at 5:00 p.m. ET. Pricing must be provided in a separate volume and include hourly labor rates for direct labor, while travel and lodging costs are handled through specific reimbursable CLINs.

This total small business set-aside under NAICS 518210 supports the Division of Program Statistics in correcting racial misclassification in vital statistics and producing critical demographic reports for American Indian and Alaska Native populations, including reports on life expectancy and trends in Indian health. The scope of work includes applying approved adjustment methodologies to mortality and natality datasets, providing machine-readable SAS and R code, and delivering monthly progress reports. The contract requires a Lead Demographer and mandates strict quality standards, including 100 percent accuracy for reported figures and full reproducibility of all submitted code. The period of performance consists of a one-year base period from October 2026 to October 2027, followed by four optional one-year extensions and a potential six-month service extension, totaling a maximum duration of five and a half years. While work is primarily performed at the contractor's location, the awardee must conduct four one-week trips per year to the IHS Headquarters in Rockville, Maryland. Award will be based on a best-value tradeoff approach, where technical factors and management approach are prioritized over price. Evaluation focuses on the contractor's technical approach to racial-misclassification adjustment, corporate experience in federal data environments, and the qualifications of the proposed Lead Demographer.
