Energy Efficiency Project Services Master Agreement (EEPMA) Request for Statement of Qualifications (RFSQ)

The County of Los Angeles Internal Services Department is soliciting qualified companies for an Energy Efficiency Project Services Master Agreement (EEPMA) under solicitation number GCS-I10636-S. This IDIQ-style agreement establishes a pool of vendors to provide as-needed energy efficiency project services, including comprehensive retrofits, audits, design, procurement, installation, and commissioning of lighting and HVAC systems. The selection process is qualification-based, targeting vendors with either a broad range of energy efficiency experience or highly specialized expertise. The current agreement expires September 4, 2026, and the new solicitation was posted on July 1, 2026. Qualified vendors must meet minimum mandatory requirements and provide specific licenses, certifications, and proof of insurability. The County utilizes a variety of preference programs, including Local Small Business Enterprise, Social Enterprise, and Disabled Veterans Business Enterprise, with a collective 25 percent participation goal for Community Business Enterprises. Once established, vendors will be solicited via competitive Work Orders with payment structured on either a time and materials or fixed-price per deliverable basis. Administration is managed through a Master Agreement Program Director and Project Directors, with payments processed via Electronic Funds Transfer. All submissions must be sent electronically to Nazeli Albaryan and include a comprehensive Statement of Qualifications and all required exhibits from Appendix B.
