Engine Water Sample Testing for MH-65E aircraft

The purpose of Amendment 04 is to answer the following questions:

QUESTION: The solicitation instructions request applicable “USCG certifications in accordance with the SOW,” but the SOW does not identify a specific Coast Guard laboratory certification. Please identify every mandatory laboratory certification or accreditation required for technical acceptability. Are ISO/IEC 17025, TNI/NELAP, state drinking-water certification, or equivalent quality credentials required, preferred, or optional?

ANSWER: USCG does not specify certifications required for technical acceptability; however, specifying the accreditations and certifications that the laboratory possess in the proposal would be acceptable.

QUESTION: Amendment 02 states that ASTM and ISO methods are acceptable. Please confirm that a laboratory may propose its accredited standard methods for appearance, pH, conductivity, dissolved solids/dry residue, and ash, provided the methods demonstrate compliance with Appendix A limits.

ANSWER: A laboratory may propose its accredited standard methods for each parameter and their ability to demonstrate compliance with the requirements.

QUESTION: Please confirm the controlling quotation deadline, time zone, authorized submission email address, required subject line, and whether the completed Attachment 1 Excel workbook plus technical narrative and certifications constitute the complete quotation package

ANSWER: Closing date and time for receipt of offers is 10 August 2026, 10:00 am EDT. Quotes shall be submitted by email to Hartley.K.Askew2@uscg.mil. Please indicate solicitation 70Z03826QB0000147 in the subject line. Completed Attachment 1 – Requirements – 70Z03826QB0000147 and technical narrative constitute a complete quotation package.

QUESTION: The terms reference invoicing five days after shipment of items, while the requirement is laboratory testing and reports. Please confirm when invoicing is authorized for each sample—after the laboratory issues the final test report, after Government receipt of the report, or at another acceptance point.

ANSWER: Invoicing is authorized after the Government receives the final laboratory test report for the applicable sample.

QUESTION: The package includes Virginia wage determinations and instructs offerors performing elsewhere to request a wage determination no later than two days before closing. If testing will occur at a laboratory outside Virginia, should Kcamow identify the proposed laboratory location now so the Government can issue the applicable wage determination?

ANSWER: Should a vendor propose to perform testing at a laboratory outside Virginia, they could identify the proposed laboratory location in its proposal or submit a timely request for the applicable wage determination, consistent with the solicitation requirement that offerors performing elsewhere request a wage determination no later than two days before closing.

The purpose of Amendment 03 is to answer the following questions:

QUESTION: Please identify the specific USCG certification(s) required for technical acceptability.

ANSWER: USCG does not specify certifications required for technical acceptability; however, specifying the accreditations and certifications that the laboratory possess in the proposal would be acceptable.

QUESTION: Please provide the required analytical methods and acceptance limits for aspect, pH, conductivity, dissolved solids, and ash testing.

ANSWER: ASTM or ISO methods for each parameter are acceptable.  Inspection limits are in Appendix A of Attachment 2 – Statement of Work – 70Z03826QB0000147.

QUESTION: Please confirm whether a small-business prime contractor may use a qualified subcontract laboratory to perform the testing.

ANSWER: A qualified subcontracted laboratory would be considered by USCG provided all requirements in the statement of work can be met.

QUESTION: Please specify the required sample volume, container type, preservation method, and maximum holding time for each analysis.

ANSWER: Sample containers will be provided by the contractor, thus volume and container type will be dictated by the laboratory.  Currently, USCG procedures call for filling the entire container then placing bottle into Zip-Loc bag, then placing that into the prepaid shipping container.  There is no specified maximum holding time; however, samples are usually shipped from the USCG facility within 24 hours.

The purpose of Amendment 02 is to add Appendix A to Attachment 2 - Statement of Work – 70Z03826QB0000147 and to answer the following questions:

QUESTION: Should laboratories expect untreated aqueous engine-wash water, or could samples contain oil, fuel, coolant, bilge water, suspended material or multiple phases?

ANSWER: The laboratory should expect water samples taken from a local source, i.e. county, city, etc. that has been passed through a filtered system.

QUESTION: Are there required method detection limits or reporting limits for appearance, chloride, sulfate, sodium, hardness, conductivity at 25°C, pH and dry residue/total dissolved solids?

ANSWER: Inspection limits are in Appendix A in Attachement 2 - Statement of Work - 70Z03826QB0000147.

QUESTION: If no specific methods are prescribed, may the laboratory use appropriate validated ASTM, ISO or Standard Methods, provided its reporting limits are below the applicable acceptance thresholds?

ANSWER: ASTM/ISO methods for each parameter is acceptable.

QUESTION: Does the required seven-day reporting period mean seven calendar days from laboratory receipt?

ANSWER: Yes.  The reporting period is 7 calendar days from the date of receipt.

QUESTION: Would preliminary results issued within seven calendar days, followed by a quality-reviewed final report, satisfy the turnaround requirement? Alternatively, is a standard 10-business-day turnaround acceptable for any methods that cannot be completed within seven calendar days?

ANSWER: USCG would not accept preliminary results, in this case.  Final reports are due no later than 7 calendar days from the date of lab receipt.

The purpose of Amendment 01 is to answer the following questions:

QUESTION: Is sample collection is the responsibility of the contractor or USCG personnel?

ANSWER: Sample collection will be the responsibility of USCG personnel and all samples will be shipped directly to the laboratory.

QUESTION: Is this the total annual quantity across all 17 locations identified in the SOW, or does each location require approximately 100 samples per year?

ANSWER: This will be a total of 100 samples per year from the 17 identified locations and USCG cutters.  This is not 100 for each location.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03826QB0000147 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO).

The applicable North American Industry Classification Standard Code is 541990. The small business size standard is $19.5 million. This is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which shall be considered by the agency. 

The United States Coast Guard (USCG), Aviation Logistic Center (ALC), Elizabeth City, NC intends to award an Indefinite Delivery Requirements type contract on a full and open competitive basis for Engine Water Sample Testing for the MH-65E aircraft.  This requirement will be procured via issuance of individually funded task orders.  The anticipated period of performance will be five (5) years total, consisting of one (1) year base period, and if exercised, four (4) one-year option periods, this contract shall not exceed five (5) years.
