Engineering Consulting Services for the Rehabilitation of Five Road Segments

The Town of Caledon has issued a Negotiated Request for Proposal (NRFP # 2026-176-26-129) for engineering consulting services to provide detailed design and construction-ready tender packages for the rehabilitation of five road segments: Creditview Road, Horseshoe Hill Road, The Grange Side Road, Astoria Place, and Old Twenty Side Road. The scope of work encompasses asphalt pavement, gravel shoulder, and ditch rehabilitation, along with culvert capacity assessments, sight distance and guiderail evaluations, and the creation of a single Preliminary Design Report. All designs must adhere to Town of Caledon standards, Ontario Provincial Standards, TAC Design Manuals, MTO Roadside Design Manuals, and AODA standards. Key deliverables include detailed cost estimates at 30%, 60%, 90%, and 100% design stages, as well as a GANTT chart, Risk Management Plan, and Project Charter. Proposals must be submitted electronically by September 28, 2026. The selection process involves a multi-stage evaluation where proponents must pass mandatory technical requirements and achieve a minimum score of 48 points in rated criteria—covering approach, project team, references, schedule, and company profile—to proceed to the pricing stage. The top-ranked proponent will be invited to enter direct contract negotiations based on the ACEC 31-2010 agreement template and supplementary conditions. Mandatory requirements for the Project Manager include a valid Ontario P.Eng. license, at least ten years of municipal road work managerial experience, and a history of completing three similar detailed design projects within the last five years. The contract includes specific allowances for material testing and excess soil management, and requires a documented QA/QC process with signed checklists at major project milestones.
