Engineering Design Services For The 2027 Roadway Maintenance Project

The City of Pismo Beach is soliciting engineering design services for its 2027 Roadway Maintenance Project, focusing on pavement rehabilitation and related infrastructure improvements across designated street segments, excluding Placentia Avenue and Boeker Avenue. The scope encompasses crack filling, localized digouts, slurry sealing, mill and overlay applications, surface concrete and flowline upgrades, ADA compliance evaluations and necessary improvements, survey monument research and protection, and the development of striping and signage plans. Deliverables include phased design submittals (30%, 60%, 90%, and 100%), detailed construction drawings, technical specifications, bid documents, an engineer’s estimate of construction costs, monthly progress reports, and a comprehensive risk mitigation strategy. The design must align with the City’s Pavement Management Plan Update, City of Pismo Beach Standard Plans, California’s Standard Specifications for Public Works Construction (Greenbook), and the California MUTCD for traffic control elements. The selected consultant must work under a time and materials contract with a maximum cost ceiling, and all work is expected to commence within 30 days of the Notice to Proceed. The evaluation process prioritizes technical merit over cost, using a trade-off approach where proposals are scored out of 100 points, with the highest weight—50 points—assigned to management, personnel qualifications, and experience on similar projects. Additional criteria include understanding of the scope, technical methods and schedule, risk identification and mitigation, and past performance with public agencies. The cost proposal is submitted separately and only reviewed after the top-ranked technical offeror is identified, ensuring selection is based on capability and quality rather than lowest price. Insurance requirements are stringent, mandating professional liability coverage with waiver of subrogation, severability of interests, three-year tail coverage, and City of Pismo Beach as an additional insured unless otherwise approved by the City’s Risk Manager or City Attorney. Subcontractors must comply with identical obligations and require prior approval. Proposals must be submitted electronically via the PlanetBids portal by August 27, 2026, and must include a cover letter, firm background (two pages max), team qualifications, scope understanding, schedule, risk strategy, and cost proposal—all without use of the City's logo.
