Engineering Services Request For Qualifications

The City of King is soliciting qualifications from engineering firms to provide on-call municipal engineering services for a five-year term. The selected consultant will act as an extension of City staff, providing a broad range of services including civil design for streets, wastewater, stormwater, and parks; program and project management; traffic engineering; surveying; geotechnical testing; and construction management. Additionally, the firm must ensure stormwater permit compliance and provide development management and review services. The contract is designed as an on-call arrangement with a maximum annual contract sum of 300,000 dollars. The selection process is based on a best-value trade-off, prioritizing staff expertise, firm experience, accessibility, and the degree to which the proposed approach meets the City's needs. Because the project involves Community Development Block Grant funding, the contractor must adhere to strict federal and state regulations, including Section 3 requirements for low- and moderate-income employment, the Copeland Anti-Kickback Act, and affirmative action goals for disadvantaged, minority, and women-owned business enterprises. All work must comply with ADA accessibility standards, the MUTCD, and California state laws. Proposals must be submitted electronically by August 14, 2026, consisting of a Statement of Qualifications and a separate Consultant Rate Schedule.
