Engineering Support for the Rapid Development, Test, and Transition of Chemical Biological Radiological Nuclear (CBRN) Defense Technologies

The Army Edgewood Chemical Biological Center, Aberdeen Proving Ground intends to issue an Indefinite-delivery Indefinite-quantity (IDIQ) award to a 8 (a) Small Business in accordance with Section 8(a) of the Small business Act (15 USC 637(a)(1) and the Federal Acquisition Regulation (FAR) Part 19.8, and the executed Partnership Agreement between the U.S. Small Business Administration (SBA) and the U.S. Department of the Army, US Army Research Development and Engineering Command, 5183 Blackhawk Road, Aberdeen, MD 71010-5424. Pursuant to the executed Partnership Agreement with the Department of the Army, US Army research, Development and Engineering Command is authorized to negotiate directly with the 8(A) Business Development (BD) Participant. The prospective contractor shall provide technical and programmatic support to the Army Edgewood Chemical Biological Center. Edgewood Chemical Biological Center intends to award this requirement under SBA authorization to Falcona Intuitive integrated Solutions, LLC. The assigned SBA Requirement Number is 0681/17/700802/01. The SBA has conducted an analysis of this requirement in accordance with the provisions set forth in Title 13 of the Code of Federal regulation (13C.C.R. 124.504), Adverse impact. The results of the analysis revealed that : (1) No small business performed this requirement for at least 24 months; (2) no small business was performing the requirement at the time this requirement was offered to the 8(a) BD Program, or the small business's performance of the requirement ended within 30 days of the procuring activity offer of the requirement into the 8(a) BD Program; (3) and the dollar value of the requirement that the small business is or was performing does not constitute 25 percent or more of its most recent annual gross sales (including those of its affiliates). The estimated dollar value of this procurement (including all options) will be $4,000,000.00. The assigned North American Industry Classification System (NAICS) code is 541330, with a corresponding size standard of $15,000,000.00. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by Edgewood Chemical Biological Center.
