The United States Coast Guard seeks to procure Engineering Support Services exclusively from Lockheed Martin Mission Systems and Sensors to support the maintenance and enhancement of C4ISR and CGC2 systems used on the National Security Cutter and Maritime Patrol Aircraft. This sole-source contract involves developing and integrating software and hardware improvements, addressing supply chain difficulties related to diminishing manufacturing sources, resolving software end-of-life challenges, and managing safety, certification, and accreditation requirements. The contractor is also responsible for implementing information assurance patches, conducting testing, and providing integrated logistics support. All activities will be performed using government-owned laboratory equipment located at Lockheed Martin's facilities in Moorestown, NJ, and Owego, NY. Notably, the government currently does not hold the technical data rights for the C2micro system developed by Lockheed Martin, underscoring the rationale for a sole-source acquisition. The contract falls under NAICS code 541330 and is overseen by the Department of Homeland Security’s HQ Contract Operations office in Washington, DC. Key points of contact include the contracting officer, Kerri B. Williams, and contract specialist, Zenaida Palmer. This procurement ensures continued operational capability and technological sustainability of crucial communication and command systems integral to the Coast Guard’s mission.

Solicitation # 2026-RFQ-040
Lewis County is soliciting qualifications under solicitation 2026-RFQ-040 for a professional engineering firm to provide comprehensive design and engineering services for fire alarm systems. The project encompasses several County-owned facilities, including the IT Building, Historic Courthouse, Health Building, and Lewis County Jail. The selected firm will be responsible for conducting on-site evaluations to determine the remaining useful life of existing systems, assessing code compliance with NFPA 72, IBC, and IFC standards, and developing bid-ready construction drawings and technical specifications. All designs must be stamped by a licensed electrical engineer familiar with Washington State fire alarm requirements and must integrate smoothly with existing infrastructure to ensure standardized maintenance and operations. Proposals are due by November 10, 2026, via the OpenGov platform and will be evaluated by a committee of at least three County employees using a points-based system. The evaluation criteria are equally weighted at 20 percent each across four categories: firm qualifications (including NICET certifications and licensed engineer availability), responsiveness and capacity to begin work within 30 days, regulatory compliance and permitting records, and the clarity and detail of blueprint designs. Applicants must provide a statement of qualifications, three public agency references from the last five years, and resumes of key personnel. Solicitation # USCG-RB-S-III-2026
The United States Coast Guard is seeking a contractor to design, build, test, and deliver the Response Boat, Small Third Generation (RB-S III) to replace the aging 29-foot RB-S II fleet. This small business set-aside acquisition involves the procurement of up to 400 boats for the USCG and 100 modified variants for other federal agencies. The contractor will be responsible for providing the vessels, trailers, full logistics and supply support, technical documentation, and configuration management. The government intends to award up to four Indefinite Delivery, Indefinite Quantity (IDIQ) contracts with a ten-year ordering period, consisting of a five-year base and a five-year option. The acquisition follows a two-phase methodology: Phase I involves the award of the IDIQ contracts based on technical and conceptual designs, and Phase II requires each awardee to build a demonstration vessel for an in-water evaluation. Ultimately, one contractor will be selected for the remaining production orders. The contracts will utilize Firm-Fixed-Price and Fixed-Price with Economic Price Adjustment line items. Solicitation is expected by the end of Fiscal Year 2026, with awards anticipated in the second quarter of Fiscal Year 2027.
