The Naval Surface Warfare Center, Crane Division, plans to issue a modification to contract N00164-07-C-4429 with Motorola Inc. to increase the contract ceiling for the final option year of life cycle support services related to Land Mobile Radio, Computer Aided Dispatch, and Mass Notification systems used across U.S. Naval Region Europe. These services include configuration management, inspection and preventive maintenance, diagnostics and repair, spare parts inventory management, training for both system operation and administration, distance support, software upgrades, obsolescence management, rollout of functional upgrades, and development of training materials and schedules. The increase is necessitated by a significant expansion of the Navy’s Land Mobile Radio infrastructure to improve interconnection among radio repeater sites and to facilitate network-wide voice communications. This contract modification will be awarded through a sole-source procurement to Motorola Inc. under authority that limits competition due to the contractor’s unique qualifications as the only capable manufacturer and provider of these specialized services. The procurement follows federal regulations allowing negotiation without full and open competition, ensuring continuity of support for critical communication assets. Coordination for this requirement is managed by the Naval Surface Warfare Center, with primary government contact information provided for further inquiries. This notice serves for informational purposes and reiterates that only Motorola Inc., the incumbent contractor, will be solicited for this modification.
