The Space and Naval Warfare Systems Center San Diego (SSC-SD) plans to award a sole source contract to E. M. Norton Enterprises, Inc., operating as EMN Defense Services, to provide systems engineering, risk analysis, test and evaluation, and financial and costing support for the Joint Tactical Radio System (JTRS) Program. This contract, to be awarded without full and open competition under the service-disabled veteran-owned small business (SDVOSB) set-aside provision of the Veterans Benefits Act of 2003, will span a three-year period starting around August 2007, with task orders issued on an indefinite delivery/indefinite quantity basis. The estimated total value of the contract effort is approximately $3 million. EMN Defense Services has been selected based on its unique qualifications and extensive experience in systems integration and engineering, risk assessment, and financial management specifically for C4ISR systems and JTRS program functional areas. Their work history includes developing risk mitigation plans, establishing test and evaluation processes, contributing to the Test and Evaluation Master Plan, defining performance measures, and preparing cost analysis documentation. Additionally, EMNDS holds a Top Secret Special Access security clearance, which is likely necessary for this contract. This notice serves only as an intent to award and does not solicit competitive proposals; the government retains sole discretion to decide whether to compete or not. Further inquiries can be directed to the designated Navy contact.
