The Defense Language and National Security Education Office (DLNSEO) administers the English for Heritage Language Speakers Program within its portfolio of National Security Education Program (NSEP) initiatives.The purpose of this requirement is to administer the English for Heritage Language Speakers (EHLS) Program under the David L. Boren National Security Education Act of 1991, as amended, (NSEA) 50 U.S.C. § 1901 et seq.
