English Language Teaching Services Program

The U.S. Embassy Djibouti’s Public Diplomacy Section is seeking non-profit organizations, educational institutions, and NGOs to implement an English Language Teaching Services Program under the solicitation PAS-DJI-FY2026-ELT, with a single award ceiling of $50,000. The program aims to enhance practical English communication skills among Djiboutian youth, educators, entrepreneurs, civil servants, and emerging professionals, fostering workforce readiness, leadership, entrepreneurship, and deeper understanding of American society and educational systems. Implementation must occur entirely within Djibouti, targeting both urban centers and underserved communities, with activities concluding within six to twelve months of the anticipated October 2026 start date. Proposals must align with U.S. public diplomacy goals by strengthening people-to-people ties and expanding equitable access to quality English instruction across the country. Eligible applicants must be registered in SAM.gov with an active Unique Entity Identifier, demonstrate non-profit status through official documentation, and submit a five-page narrative proposal alongside mandatory SF-424, SF-424A, and SF-424B forms. Supporting materials include one-page resumes or position descriptions for key personnel, signed letters of support from partners, and, if applicable, a Negotiated Indirect Cost Rate Agreement and proof of registration. Proposals will be evaluated on a 60-point scale prioritizing organizational capacity and past grant performance (25 points), followed by project planning and feasibility (20 points), budget reasonableness and detail (10 points), monitoring and evaluation design (10 points), and sustainability planning (5 points). Awards will be made through a trade-off process where technical merit outweighs cost, and tie-breakers favor applicants with lower indirect cost rates. High-risk recipients, determined by financial stability, audit history, or prior performance issues, will face enhanced oversight including monthly narrative reports, quarterly financial submissions, withholding of up to 10% of funds until final reporting, electronic salary disbursement, and mandatory submission of supporting documentation upon request.
