The contract W51AA1-26-P-A038 has been awarded on a sole-source basis to Barnett Engineering and Signaling Laboratories, LLC (BESL), for Enhanced Monitoring System Engineering Support Services at a total value of $7,061,743.84, using simplified procedures under FAR 13.501(a)(1)(ii) and 41 U.S.C. §1901(e)(2). The contract is firm-fixed-price and covers a five-year period with one base year and four option years, commencing April 1, 2026, and extending through March 31, 2031, with a potential six-month extension through March 31, 2032. Performance will be conducted at BESL’s facility in Colorado Springs, Colorado, while oversight and administrative functions are managed by the Army Contracting Command – Aberdeen Proving Ground, Tobyhanna Division, in Pennsylvania. The award is justified by BESL’s exclusive ownership and proprietary knowledge of the Enhanced Monitoring System’s core software, which is critical to sustaining UHF SATCOM operations for approximately 1,300 DoD users and includes activities such as RF operation planning, electromagnetic interference detection, and system upgrades. No competitive process was used, as no other entity possesses the necessary technical capabilities or source code access. Personnel performing under this contract will require appropriate security clearances due to the sensitive nature of the system’s mission, and BESL’s workforce is uniquely qualified, making subcontracting infeasible. The contract includes the Option to Extend Services clause under FAR 52.217-8 and is funded by Army Working Capital Funds, with invoicing procedures not explicitly detailed. The acquisition is considered commercial under FAR 2.101, and while inspection and acceptance are governed by commercial standards, specific quality metrics or packaging requirements are not documented. The Government acknowledges an inherent organizational conflict of interest due to BESL’s sole control over the system and views this contract as a temporary measure until long-term software rights can be secured to restore future competition.
