Mobile Ordnance Training Team (MOTT)

This solicitation is exclusively set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) under NAICS code 541330-1 for the provision of Mobile Ordnance Training Team (MOTT) services in support of Commander, Naval Air Forces. The contract will be awarded as a single-award, indefinite-delivery, indefinite-quantity (IDIQ) Cost Plus Fixed Fee (CPFF) arrangement, with performance split between two teams located in San Diego, California, serving the Pacific Fleet, and Norfolk, Virginia, supporting the Atlantic Fleet. The work entails delivering intermediate-level ordnance training, certification, and logistics support to naval aviation units in compliance with OPNAVINST 8020.14 and the Naval Ordnance Maintenance Management Program, including training aboard ships and at naval air stations, with travel required both ashore and underway. All personnel must hold a SECRET security clearance, be U.S. citizens, fluent in English, and capable of performing physically demanding tasks such as climbing multiple ladders and operating specific forklifts. Instructors must possess relevant Navy ordnance technical qualifications, and the Project Manager must have direct experience in DOW contract administration and security clearance coordination. Proposals must be submitted electronically by May 11, 2026, at 9:00 AM PDT to two designated email addresses, with a strictly formatted submission consisting of four volumes adhering to specific page limits: Volume II (Technical Narrative) capped at 25 pages, Volume III (Past Performance) at 5 pages, and Volumes I and IV with no page limits but requiring exact file formats—PDF for narrative content and Excel for cost schedules with functional formulas.
