MORU has existing relationships with key melioidosis researchers and access to published and unpublished data on past and present melioidosis burden in Southeast Asia, including information on clinical diagnoses and culture-confirmed cases of melioidosis. Additionally, MORU has demonstrated experience and expertise conducting surveillance on the melioidosis disease landscape, with regards to the geographic areas where it has been found, international melioidosis events, and laboratory and clinical research publications. MORU has provided critical work in gathering key melioidosis data via information platforms in close partnership with other melioidosis researchers for over three years. MORU is approved to work within the key organizations which DTRA will engage with during its support of this effort. MORU has a demonstrated track record of success and expertise regarding zoonotic pathogen diagnostics and animal health biosafety in Lao PDR and is recognized as subject matter experts in Lao PDR. Custom Integrated Robotic System
Solicitation # PWS-RD-TS-TSE
The Defense Threat Reduction Agency intends to award a firm-fixed-price, sole-source contract to Rocky Mountain Unmanned Systems LLC for the design, engineering, and delivery of a functional prototype Custom-Integrated Robotic System. This research and development effort requires a robotic platform capable of autonomous navigation in hazardous environments to generate real-time, three-dimensional hazardous atmosphere maps. The project centers on a complex software integration task that fuses data from a government-furnished multi-gas chemical detector, a commercial quadrupedal robot, a survey-grade 3D LiDAR sensor, and a tactical mesh networking radio. The agency is utilizing sole-source authority because Rocky Mountain Unmanned Systems is identified as the only vendor with the proprietary software framework and demonstrated experience necessary to integrate these specific data streams without causing unacceptable schedule delays. While the hardware is commercial-off-the-shelf, the specialized data-fusion architecture is unique to the vendor. Although this is not a request for competitive proposals, other responsible sources may submit capability statements by October 22, 2026, provided they can prove they possess the required pre-existing software capabilities.
