Veterinary Services

The City of Vaughan is seeking proposals to establish a Vendor of Record arrangement for qualified veterinary services to support Vaughan Animal Services on an as-needed basis. The contract includes a firm term from March 1, 2027, to February 28, 2029, with two optional two-year extensions potentially extending the agreement to February 28, 2033. Services will primarily be performed at the contractor's facility, which must be located within a 35km radius of 70 Tigi Court, Vaughan. The scope of work encompasses stray animal care, emergency medical treatment during redemption periods, spay and neuter surgeries for approximately 100 dogs annually, and the provision of necessary prescription medications and medical supplies. Proposals must be submitted online by October 30, 2026, and must meet mandatory requirements, including proof of a valid license from the College of Veterinarians of Ontario and verification of the facility's location. Award selection is based on a cumulative scoring system where technical proposals must achieve a minimum score of 70 percent to proceed to the financial evaluation. Technical scoring focuses on firm qualifications, project team experience, and the proponent's approach to the City's objectives. Financial evaluation is based on a relative pricing formula against a set of maximum price ceilings for specific services, such as feline and canine sterilizations and vaccinations. For services not listed in the pricing schedule, a minimum 20 percent discount off the OVMA Suggested Fee Guide is required.
