The Federal Emergency Management Agency intends to award a sole source contract to Airbus DS Communications, Inc. for one year of maintenance and support for the VESTA Communicator, which is the official emergency notification system for FEMA. This contract, categorized under NAICS 541519, is designated as sole source because Airbus DS Communications designed and manufactured the hardware and software, and utilizing another provider would void warranties and risk interoperability issues. The scope of work includes 24x7 on-site support across three locations, data synchronization, SMS gateway management, software updates, and training, while supporting ten separate DHS agencies. The contractor is required to maintain an active TS Facility clearance and provide personnel with active TS clearances. Key technical requirements include the maintenance of the Survey Module, Desktop Alert, and Custom Report module, as well as the ability to modify custom call flows and pager services. The contractor is strictly prohibited from modifying existing configuration settings, passwords, or user accounts. This notice serves as an intent to award rather than a request for proposals, though authorized service providers may submit a Statement of Capabilities for consideration.
