Enterprise File Storage (EFS) Program Expansion

The IRS Taxpayer Focused Support division is seeking industry input through a Request for Information (RFI) for the Enterprise File Storage (EFS) Program Expansion, solicitation number 26-02-TS, issued on June 24, 2026, with responses due by July 8, 2026. The contractor will be expected to provide dedicated development teams including Scrum Masters, Product Owners, Senior and Junior Developers, and Testers, along with Subject Matter Experts in software development, application integration, and architecture for both legacy and future systems. Key deliverables include custom business workflows, EFS Business Requirements documentation, Single Sign-On configuration with Active Directory, Security Assessment and Authorization support, UI/UX templates compliant with IRS standards, and support for ECM, OpenText Documentum/xCP, EPPaaS environments, and Enterprise Electronic Fax operations. The anticipated contract period is one year with two additional 12-month option periods, and performance is limited to standard work hours without reimbursable travel. All software and processes must conform to Section 508 accessibility standards, IRS CMMI guidelines, and the Pega Cloud for Government (PCFG) layered architecture, with code quality requiring a minimum of 90% test coverage, strict adherence to the GSA 18F Front-End Guide with zero linting errors, and successful single-command deployment into staging. The contractor must provide monthly summaries of work performed and deliveries, along with invoices accompanied by an up-to-date Firm Fixed Price payment schedule and burn rate data submitted at least seven working days prior to invoicing. Annual performance summaries are also required.
