Amendment 0003


Amendment 0003 is necessary to clarify the relationship between the Category III Pod Scale Server requirement under CLIN 0003 and the Gemini on-premises capability established under CLIN 0009 and subCLINs 0009AA and 0009AB.


Following issuance of Amendment 0002, an industry question identified that the solicitation could reasonably be interpreted to require every Offeror proposing Category III to furnish a hardware architecture capable of supporting the Gemini on-premises capability. That interpretation was broader than the Government’s intended acquisition strategy.


The Government intends Category III to provide a flexible vehicle for acquiring commercially available pod-scale AI infrastructure meeting the requirements of Attachment 1. The Gemini capability is an additional capability that may be required by individual FBI customers and Delivery Orders, but it is not intended to be a prerequisite for an Offeror to receive a Category III IDIQ award. Conversely, when an individual Delivery Order requires both Category III hardware and Gemini on-premises capability, the Government must be able to require and evaluate a complete, commercially supported solution capable of operating the required Gemini capability in the Government’s secure on-premises environment.


Amendment 0003 therefore clarifies that:


  • Category III IDIQ eligibility is based on compliance with the applicable Category III requirements, including the required Category III control-plane capability under CLIN 0010;
  • CLIN 0009 and subCLINs 0009AA and 0009AB represent an optional Gemini capability and are not required for every Category III IDIQ award;
  • Offerors electing to propose the Gemini capability will be separately evaluated for that capability;
  • a Delivery Order may establish Gemini capability as a mandatory technical requirement, and a proposed solution that cannot provide the required Gemini capability may be determined technically unacceptable for that Delivery Order; and
  • terminology and corresponding solicitation provisions are revised as necessary to eliminate the implication that all Category III hardware must itself constitute the Gemini production platform.

These revisions do not change the Government’s fundamental requirement for Category III pod-scale AI infrastructure. Rather, they remove an ambiguity identified through industry feedback, align the solicitation with the Government’s intended ordering approach, preserve meaningful competition for Category III requirements that do not require Gemini, and ensure that the Government can require a technically acceptable Gemini-capable solution when Gemini is required at the Delivery Order level.



Amendment 0002


The purpose of Amendment 0002 is to provide the Government’s final responses to industry questions and incorporate resulting revisions to the solicitation and attachments.


Amendment 0002:


  • Provides the Government’s final Questions and Answers;
  • Revises Attachment 1 – Equipment Requirements Specification (ERS);
  • Revises Attachment 2 – IDIQ Pricing Schedule;
  • Revises Attachment 3 – Questions with Answers;
  • Revises Attachment 4 – Technical Compliance Matrix; and
  • Makes conforming revisions to the solicitation, including technical, pricing, ancillary CLIN, proposal instruction, and evaluation requirements.

The revised solicitation and attachments issued with Amendment 0002 supersede the previously issued versions in their entirety.


The proposal due date is not extended by this amendment.


Offerors are responsible for reviewing Amendment 0002 and all revised solicitation documents and for acknowledging receipt of the amendment in accordance with the solicitation instructions.

The purpose of this amendment is to provide the Government’s responses to questions received from prospective offerors and to incorporate corresponding revisions to the solicitation and associated attachments.

The Federal Bureau of Investigation (FBI) is issuing Request for Proposals (RFP) No. 15F06726R0000307 for commercially available enterprise artificial intelligence hardware infrastructure.


The anticipated acquisition includes:


  • Enterprise AI compute servers;
  • Rack-scale AI systems;
  • Pod-scale AI systems;
  • AI inference servers and expansion hardware;
  • High-speed network interface cards, data processing units, and related networking components;
  • Associated OEM software and licenses; and
  • OEM warranty and technical-support coverage.

The Government anticipates awarding approximately two to four firm-fixed-price, indefinite-delivery/indefinite-quantity contracts. The Government reserves the right to make a greater or fewer number of awards, including a single award, based on the proposals received and the Government’s best-value determination. Awards may be made by product category, and the Government is not required to make an award under every category.


The maximum aggregate value of all contracts awarded under this solicitation is $88,000,000.00. The minimum guarantee applicable to each awarded IDIQ contract is $2,000.
