This CSO is issued under 10 U.S.C. § 3458 and DFARS Subpart 212.70, allowing the Department of Defense/War (DoD/W) to acquire innovative commercial items, technologies, or services through competitive procedures outside traditional FAR-based solicitations. All solutions will be treated as commercial items under FAR Part 12. Award may be executed as a Firm-Fixed-Price (FFP) contract(s), or as Other Transaction Agreement(s) (OTAs) under 10 U.S.C. § 402.


The Army Deputy Chief of Staff (DCS), G-4, is responsible for the integration of the Army's supply chain; Installation and Logistics policies, programs, and sustainment functions across the enterprise. The current support model relies on reactive, resource-intensive staff augmentation, which places a heavy management burden on Government leadership.


The Government seeks to transform this model by moving away from purchasing labor hours ("level-of-effort") and instead procuring end-to-end strategic outcomes via an innovative "Managed Service" approach.


The proposal submittal time is extended to June 15, 2026 at 12:00 P.M. Central Standard Time (CST). The Questions and Answers are released as of 11 JUN 2026.
