Enterprise Logistics and Installation Support Services Commercial Solutions Opening (CSO)

This Commercial Solutions Opening (CSO), issued under 10 U.S.C. § 3458 and DFARS Subpart 212.70, is managed by the Army Deputy Chief of Staff, G-4, to transform the current reactive, labor-hour-based support model into an outcomes-driven Managed Service approach for enterprise logistics and installation support. All solutions are treated as commercial items under FAR Part 12 and may result in a Firm-Fixed-Price contract or an Other Transaction Agreement under 10 U.S.C. § 402. The objective is to shift management responsibility—including personnel, processes, technology, and execution—fully to the contractor, while the Government oversees performance through Service Level Agreements (SLAs) and measurable strategic outcomes. The scope encompasses optimization of Army Prepositioned Stocks and power projection, supply chain and medical logistics support, field services such as tactical water and mortuary affairs, installation property data accuracy, enterprise data analytics, IT system management for PPBE and MDEP, and strategic communications for congressional and public affairs. The Government requires seamless continuity of operations, strict adherence to DoD Operations Security (OPSEC) requirements, and compliance with cybersecurity standards including FedRAMP and Impact Levels. Offerors must possess the capability to operate up to TOP SECRET//SCI without relying on Government-provided clearances, and all personnel must be U.S. citizens. The submission process follows a two-phase evaluation. Phase I requires a ten-page solution brief, a Rough Order of Magnitude (ROM) price proposal covering a 10-month base period (including a 30-day transition-in) and four 12-month options, and a completed Quad Chart. Proposals are assessed on Technical & Business Viability, Management Approach, Affordability & ROM Feasibility, and administrative compliance including Small Business Subcontracting Plans, with only those rated “Recommended” advancing to Phase II. Phase II invites selected offerors to submit a 60-page Performance Work Statement, a detailed Firm-Fixed-Price proposal broken down by labor categories and burdened rates, a Draft Quality Control Plan outlining proactive self-monitoring, SLA tracking, and deficiency correction, and a Small Business Subcontracting Plan if applicable. The total expected period of performance is 58 months, including a base period, four option years, and a six-month extension authority under FAR 52.217-8.
