Enterprise Resource Planning (ERP) Strategy, Procurement, and Implementation Consulting Services

The consultant will work closely with the Tucson Unified School District’s Financial Services division to design and execute a modernization strategy for its Enterprise Resource Planning (ERP) environment. This includes conducting a detailed evaluation of current business processes, administrative systems, technology infrastructure, and operational requirements to identify areas for improvement and define future-state needs. Based on this analysis, the consultant will recommend the optimal procurement approach—whether a single fully integrated ERP platform or separate but fully integrated Financial Management and Human Capital Management/Payroll solutions—and then manage the competitive solicitation process that follows. The consultant will guide the District through every phase of procurement, from drafting solicitations and evaluating proposals to facilitating vendor demonstrations, conducting reference checks, and assisting with contract negotiations. Following vendor selection, the consultant will assume the role of independent advisory project manager, providing ongoing oversight to ensure successful implementation. Responsibilities include ensuring quality assurance, managing project timelines, facilitating organizational change management, developing communication and training plans, supporting testing and deployment activities, and preparing the organization for go-live. The consultant will also assist with post-implementation stabilization and formal project closeout, ensuring the chosen solution delivers on its intended business outcomes.
