SOURCES SOUGHT FOR ENTERPRISE SKILLS ASSESSMENT PLATFORM


In accordance with FAR Part 10 – Market Research, this sources sought notice is issued by the United States Army Special Operations Command (USASOC) for planning purposes only, to determine industry interest and capability in providing a commercially available Software-as-a-Service (SaaS) solution for systematic skills assessment and upskilling of the technical workforce. This notice does not constitute a Request for Proposal. The Government is not seeking or accepting unsolicited proposals. This notice should not be construed as a contract, a promise to contract, or a commitment of any kind by the Government. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published.


The Department of the Army is conducting market research to identify potential sources capable of providing direct labor, materials, technical support, and administrative services necessary for the provisioning and operation. The platform must support user onboarding, role-based skills assessment, data analytics, and ongoing technical support for up to 500 users. The primary objective is to enhance mission readiness by identifying and closing skill gaps in critical domains such as Artificial Intelligence (AI), Data Engineering, Cybersecurity, and Software Development. The estimated period of performance (PoP) is from 15 July 2026 to 14 July 2027.
