ENVIRONMENTAL COMPLIANCE, PLANNING AND STEWARDSHIP SERVICES: Biological Monitoring and Surveys

Zone 7 Water Agency is seeking a qualified consultant to provide environmental compliance, planning, and stewardship services, specifically focusing on biological monitoring and surveys within the Alameda Creek Watershed in eastern Alameda County. The scope of work includes conducting pre-construction surveys for species such as bird nests and California Red-Legged Frogs, providing daily monitoring for in-channel maintenance and construction projects, and performing watershed-based stewardship tasks like rare plant surveys, tree health assessments, and water quality monitoring. The selected consultant must provide qualified biologists approved by the U.S. Fish and Wildlife Service, National Marine Fisheries Service, and/or California Department of Fish and Wildlife. The contract is intended to be a three-year agreement running from December 2026 to November 2029, with the possibility of two one-year extensions at the agency's discretion. Proposals must be submitted through the agency's E-Procurement Portal by 12:00 pm on October 19, 2026. The evaluation process is primarily based on a technical proposal worth up to 100 points, with 70% of that score weighted toward the qualifications and experience of the firm and its team, and 10% toward the proposed approach to work. Cost proposals are submitted separately via an electronic pricing table and remain sealed until the qualifications evaluation is complete. The contract will be billed on a time-and-materials basis, and successful bidders must meet specific insurance requirements and comply with all applicable federal, state, and local regulations, including Cal/OSHA and FAA drone operation standards if applicable.
