Phase 1 Environmental Site Assessments for the West Sacramento Levee Improvement Program

West Sacramento is a dynamic riverfront community in Northern California, located along the Sacramento River and served by the Sacramento River Deep Water Ship Channel that supports the Port of Sacramento. Since its incorporation in 1987, the City has grown to encompass approximately 22 square miles and a population of more than 55,000 residents. The West Sacramento Federal Project (Project) was authorized under the 2016 Water Infrastructure Improvements for the Nation Act and has a current estimated cost of $2.01 billion. Prior to receiving a New Start designation, the West Sacramento Area Flood Control Agency (WSAFCA) and the State of California invested nearly $210 million in advanced construction to reduce flood risk for residents, businesses, and critical infrastructure. These early improvements included the Southport Levee Improvement Project and three levee segments in the northern portion of the City. To date, the U.S. Army Corps of Engineers (USACE) has received approximately $153 million in pre‑construction engineering and design (PED) and construction funding to advance the next increments of the Federal Project, including the Yolo Bypass East Levee (YBEL‑S) and Sacramento River North Levee (SRNL) Contract 1S. As the Non‑Federal Sponsors under the Project, WSAFCA and the State of California are responsible for providing all required lands, easements, relocations, rights‑of‑way, and disposals (LERRDs). Several locations have been potentially identified to meet these project delivery needs. To support this effort, WSAFCA requires Environmental Site Assessments to evaluate existing site conditions, identify potential environmental concerns, and ensure compliance with applicable federal and state requirements. These assessments will inform property acquisition, access planning, and construction readiness for the YBEL‑S, Contract 1S and other West Sacramento Levee Improvement Program project areas.
