1.1 Project Name: Environmental Management System and Environmental Compliance Support Services 1.2 Project Overview: The City of Columbus seeks the assistance of a qualified and experienced consultant to support the various departments in the implementation of their environmental compliance obligations. Consultant will be responsible for: (1) planning for and ensuring that the Department of Public Utilities (DPU) Environmental Management System (EMS) conforms with the ISO 14001:2015 standard and that all other Departments’ compliance-based EMS conforms with the regulatory compliance standards, (2) providing support for Title V and Non-Title V air permitting and compliance oversight, (3) Spill prevention control and countermeasure (SPCC) plan certification and updates, (4) Stormwater Pollution Prevention Plan (SWPPP) creation and updates compliant with the City’s Municipal Separate Storm Sewer System (MS4) permit and/or the Ohio EPA Industrial Stormwater permit, (5) providing CAD services to update facility maps, and (6) offering other general environmental compliance support on an as needed basis. DPU has ten staffed facilities and many unstaffed facilities that will require annual internal audits for the applicable environmental programs at the facility. The other city Departments’ have more than 100 staffed and unstaffed facilities that may require internal audits for the applicable environmental programs at the facility. The City intends to award up to two contracts to the top-ranking consultants. The initial contract will be for a one-year period. The City may authorize up to two one-year contract renewals depending on the City’s needs and performance of the Consultant. The City reserves the right to cancel this RFP and reject any bid or proposal, in whole or in part, for good cause when it is in the best interests of the City. In the event of a contract, if the project is delayed for any reason by the City, the City may request to modify the contract to reduce the maximum final obligation of the contract to a minimal level until the project resumes.
