Environmental Consulting Services For Multipurpose Brownfield Grant (Annual Contract)

The Columbus Consolidated Government is seeking a qualified environmental consultant to support the implementation of its U.S. EPA Multipurpose Brownfield Grant, with the goal of promoting the redevelopment of contaminated properties within its jurisdiction. The consultant will be responsible for leading and managing comprehensive environmental assessments, site cleanup, and remedial planning activities, all in strict compliance with federal regulations including CERCLA § 104(k) and 40 CFR § 312.10, which requires that services be led by at least one Qualified Environmental Professional. The scope includes conducting up to 14 Phase I Environmental Site Assessments and up to 14 Phase II Environmental Site Assessments with site-specific Quality Assurance Project Plans, along with oversee cleanup efforts, perform confirmatory sampling, and deliver critical reporting such as quarterly ACRES and ASAP reports, CSR reports to GA EPD, MBE/WBE compliance documentation, and final closeout materials. A detailed budget must be executed as submitted to the EPA, and the consultant must designate a project manager and provide resumes for up to six key personnel to ensure proper oversight. The contract is structured as a three-year term with an option for two additional one-year renewals, contingent upon mutual agreement and market pricing validation for future EPA grants. Submissions must be made via DemandStar as a single PDF file with all required forms included in a specified order, including a notarized E-Verify Affidavit, Conflict of Interest Affidavit, Federal Compliance Form, Build America, Buy America Act Compliance, Form W-9, Business License, and Insurance Checklist. Proposals will be evaluated on a weighted basis: 30% for qualifications and capabilities, 30% for technical approach, 25% for cost proposal, 10% for project staff, and 5% for client work history, with scoring using a five-tier rating system from Excellent (100 points) to Poor (20 points). The award will be made to the most advantageous offeror, with final approval required by the Columbus City Council. The contractor must carry minimum insurance coverage including $1 million in general liability, $2 million in pollution liability, and worker’s compensation, with the City named as an additional insured.
