The Preservation Directorate, in partnership with external consultants, has conducted a long-term investigation with the goal of defining and achieving optimal collection storage climates for the Library's diverse collection holdings. Working with Facilities Services and the Architect of the Capitol (AOC), the Preservation Directorate and its consulting partners are actively seeking the most effective methods to monitor and evaluate the preservation quality of storage and exhibition climates, as well as, the ability of current mechanical systems and operations to improve these spaces, thereby increasing the longevity and usefulness of the collections to Congress, researchers, and the public at large. While Preservation staff have been trained and are capable of collecting and analyzing data as well as communicating problems with facility partners, in order to define requirements and proactively manage the environment in the Library's large and growing number of storage and exhibit locations, specialized expertise is required to help document equipment performance and its effect on collection permanence. This need is enhanced as new storage locations on Capitol Hill and offsite are considered, modification to Heating, Ventilation and Air Conditioning (HVAC) operation are required, and the Library (LOC) engages in mid to long term planning on collection storage needs. Interested parties are required to submit their proposals via this FBO posting by its closing date.

LOC Novel High-Density Optical Data Storage
Solicitation # 030ADV27R0004
The Library of Congress is soliciting proposals for a Firm-Fixed-Price pilot project to evaluate the feasibility of using novel ultra-high density optical data storage for the long-term preservation of its digital collections. The primary objective is to identify a scalable, immutable, and durable storage medium that can reduce maintenance and migration cycles compared to traditional methods. The scope of work requires the contractor to encode, validate, and store 1TB of diverse digital data, including video, audio, text, and images, ensuring 100% data recovery and high-fidelity recall. Additionally, the contractor must create an artistic and educational display utilizing a subset of the data for library visitors. The period of performance is scheduled from February 1, 2027, to January 31, 2028, with all work performed at the contractor's facilities and coordination conducted virtually. The acquisition follows a two-step advisory down-select process using a best value trade-off approach, where technical understanding and corporate experience are weighted significantly more than price. Phase 1 focuses on technical understanding and corporate experience, while Phase 2 evaluates the detailed technical approach and price. Key requirements include ensuring the storage media maintains integrity for at least 50 years at temperatures at or below 35 degrees Celsius and protecting the media against physical damage. Proposals are due by October 27, 2026, and must adhere to strict formatting and page limits across multiple volumes. Deliverables include project reporting, the encoded data storage, and the final educational display.
