Environmental Mitigation Professional Services

Zone 7 Water Agency is soliciting proposals under RFP-2026-017 for Environmental Mitigation Professional Services to implement final approved mitigation plans for up to seven projects in eastern Alameda County. These projects address severe storm damages to flood protection channels and require the consultant to provide all labor, materials, and equipment for site preparation, plant protection, and plantings. The scope includes the installation of drip irrigation for projects one through six, hand watering for project seven, and general hand watering for all sites throughout a two-year installation phase. All work must comply with federal and state laws, as well as specific standards approved by the San Francisco Bay Regional Water Quality Control Board, the California Department of Fish and Wildlife, and the State Water Resources Control Board. The contract is intended as an initial three-year agreement from October 2026 to June 2029, with the possibility of two additional one-year extensions at the agency's discretion. Services will be billed on a time-and-materials basis, with invoices submitted monthly and paid within thirty days. Proposals are due by October 27, 2026, via the agency's E-Procurement Portal and must include a technical proposal, a rate sheet, and a cost proposal. Award decisions will be based on a points-based scoring system that heavily weights quality and experience at 70 percent, with the remaining 30 percent split between the general quality of the response and client references. Selected consultants must adhere to strict insurance requirements, Cal/OSHA safety standards, and California prevailing wage laws if applicable.
