Environmental Systems Research Institute (ESRI), Inc.- Licensing and Support

The Florida Fish and Wildlife Conservation Commission is conducting a sole-source procurement for the renewal and expansion of Environmental Systems Research Institute (ESRI), Inc. software licensing, maintenance, and technical support services under Solicitation Number FWC SS 26/27-01. This action is justified under Florida Statutes 120.57(3) and 287.057(3) due to the proprietary nature of ESRI’s GIS software, which is the only source capable of providing the necessary concurrent use licensing, updates, and technical support required to sustain critical agency operations including spatial data analysis, field data collection, enterprise database management, and public map dissemination. The contract will have a three-year performance period from October 1, 2026, to September 30, 2029, with an estimated total value of $1,550,000, covering all software licenses, maintenance, and support services across desktop, mobile, server, and web platforms. Prospective vendors must submit written confirmation of their ability to provide these services via email to Rachel Massey no later than August 17, 2026, at 5:00 PM ET, with no physical submissions accepted and no bid or no-bid responses permitted. The selected vendor must demonstrate full capability to meet all contractual requirements, uphold integrity and reliability standards, and comply with Chapter 287, Florida Statutes, and other applicable state laws. Key agency personnel including Rene Baumstark, Matt Lukasavage, Mike Turner, and Rachel Korade are designated as essential for oversight and approval, ensuring alignment with operational needs. While no formal FAR clauses, evaluation factors, packaging requirements, or detailed pricing line items are specified, the procurement uses UNSPSC codes to classify the scope of software and IT services involved, with acceptance of deliverables tied to full functionality and continuous access to proprietary ESRI systems. There are no option periods, security clearance requirements, or organizational conflict of interest mitigation measures formally outlined, as the sole-source justification inherently limits competitive exposure. The place of performance is the State of Florida, and invoicing and payment procedures will be handled through the commission’s designated office in Tallahassee.
