The Florida Fish and Wildlife Conservation Commission is conducting a sole-source procurement for the renewal and expansion of Environmental Systems Research Institute (ESRI), Inc. software licensing, maintenance, and technical support services under Solicitation Number FWC SS 26/27-01. This action is justified under Florida Statutes 120.57(3) and 287.057(3) due to the proprietary nature of ESRI’s GIS software, which is the only source capable of providing the necessary concurrent use licensing, updates, and technical support required to sustain critical agency operations including spatial data analysis, field data collection, enterprise database management, and public map dissemination. The contract will have a three-year performance period from October 1, 2026, to September 30, 2029, with an estimated total value of $1,550,000, covering all software licenses, maintenance, and support services across desktop, mobile, server, and web platforms. Prospective vendors must submit written confirmation of their ability to provide these services via email to Rachel Massey no later than August 17, 2026, at 5:00 PM ET, with no physical submissions accepted and no bid or no-bid responses permitted. The selected vendor must demonstrate full capability to meet all contractual requirements, uphold integrity and reliability standards, and comply with Chapter 287, Florida Statutes, and other applicable state laws. Key agency personnel including Rene Baumstark, Matt Lukasavage, Mike Turner, and Rachel Korade are designated as essential for oversight and approval, ensuring alignment with operational needs. While no formal FAR clauses, evaluation factors, packaging requirements, or detailed pricing line items are specified, the procurement uses UNSPSC codes to classify the scope of software and IT services involved, with acceptance of deliverables tied to full functionality and continuous access to proprietary ESRI systems. There are no option periods, security clearance requirements, or organizational conflict of interest mitigation measures formally outlined, as the sole-source justification inherently limits competitive exposure. The place of performance is the State of Florida, and invoicing and payment procedures will be handled through the commission’s designated office in Tallahassee.

Lower Keys Underwater Marine Debris Removal: Dive Liveaboard
Solicitation # FWC SS 26/27-03
The Florida Fish and Wildlife Conservation Commission is seeking a single vendor to provide live-aboard vessel services for the removal of underwater marine debris in the Lower Keys, Everglades, and Dry Tortugas National Parks. This is a sole-source procurement justified by the unique capabilities required to support extended offshore scientific diving operations, including the transport and accommodation of up to ten divers, deployment of specialized equipment such as SCUBA and NITROX air compressors, on-board winch systems, tender vessels for shallow-water operations, and the ability to handle marine debris collection using “Dumpster in a Bag” systems. Only Makai, Inc. currently holds the necessary National Park Service Commercial Use Authorization for operations in Dry Tortugas and Everglades National Parks and operates a USCG-certified live-aboard vessel meeting the full scope of operational and safety requirements, making it the only qualified provider. The contract period extends through July 28, 2028, with the expectation of one to three annual cruises lasting four to six days each, scheduled based on seasonal conditions and weather availability. All costs including crew, provisions, transportation, and equipment are to be borne by the contractor, with performance occurring entirely at sea approximately 20 to 70 miles offshore from Key West, Florida. The estimated total contract value is $200,000, with no formal line-item pricing or CLIN structure provided, and no competitive bidding process is being conducted. Vendors seeking to respond must submit written documentation by August 18, 2026, demonstrating their capacity to meet all operational standards, including possession of a valid USCG Master Captain’s license with at least three years of commercial experience, current NPS CUA, and access to an approved facility for debris disposal. The selected contractor must guarantee full compliance with Chapter 287, Florida Statutes, and all applicable state and federal regulations, and demonstrate integrity and reliability in executing the mission-critical environmental remediation work. All submissions must be emailed to Rachel Massey at rachel.massey@myfwc.com by the stated deadline.

Small Business and Minority Subcontractor Reporting ComplianceThe contract requires administrative support to ensure compliance with Florida Fish and Wildlife Conservation Commission’s subcontracting reporting obligations, specifically focusing on the preparation and timely submission of the Subcontractor Minority Status Report alongside each invoice. This task is critical to maintaining adherence to state-mandated reporting standards for small business and minority subcontractors, and the contractor must maintain accurate records and ensure all data submitted aligns with current regulatory requirements. The work is tied directly to the invoicing cycle, demanding consistent and meticulous attention to detail to avoid delays or noncompliance penalties. The solicitation, posted on July 31, 2026, with a response deadline of September 10, 2026, falls under NAICS code 541611 for management consulting services and is categorized as a subcontracting opportunity. While no specific set-aside designation is provided, the emphasis on minority subcontractor reporting indicates a focus on promoting equitable participation in state-funded projects. The work is performed in support of the Florida Fish and Wildlife Conservation Commission, with no designated physical place of performance specified, allowing for remote or virtual execution of administrative duties. The contractor must be prepared to interact with internal systems and reporting templates used by the agency to ensure seamless integration of subcontractor data into the invoicing process.
