EOD MAJCOM Support Services

The 325th Contracting Squadron at Tyndall AFB, Florida, is awarding a non-competitive, sole-source Firm Fixed Price contract to R3 Inc. for Explosive Ordnance Disposal (EOD) MAJCOM Support Services under the Revolutionary Far Overhaul (RFO) authority, bypassing standard Federal Acquisition Circular procedures. This action serves as a bridge to sustain critical EOD technical support previously managed under a discontinued centralized IDIQ contract at Scott AFB, with the requirement now localized to support AFCENT/A47 at Shaw AFB, South Carolina, while the contracting office remains based at Tyndall AFB. The contract is set aside exclusively for a Service-Disabled Veteran-Owned Small Business (SDVOSB) and will be awarded using simplified acquisition procedures without a public solicitation posted to GPE. Performance spans CONUS and OCONUS locations as outlined in attached lists, with the primary period of performance running from June 1, 2026, to June 1, 2027, and an option to extend for up to four additional one-year periods. The work encompasses scheduling and administering joint and multinational EOD training courses, maintaining EOD equipment and munitions inventories, drafting operational plans and procedures, reviewing technical reports, conducting safety inspections, and managing comprehensive documentation including training records, conference materials, and mission essential personnel lists. All deliverables are governed by strict quality standards under the Quality Assurance Surveillance Plan, requiring 100% inspection of all submissions with no more than two late deliverables permitted per month, and all must be submitted electronically in government-prescribed formats. Personnel must hold a Senior EOD Badge, graduate from NAVSCOLEOD, possess a minimum of 10 years of EOD experience, and obtain and maintain at least a Secret clearance with Top Secret preferred. They must also meet DODD 8570.01 information assurance requirements, complete annual antiterrorism training, pass LEADS background checks, and comply with all security protocols including handling classified data under DOD NISPOM and DD Form 254 guidelines while ensuring all deliverables are submitted at the unclassified level. The contractor is responsible for providing all personnel, equipment, travel, and administrative support under a single FFP basis, with surge hours and OCONUS relocations subject to prior approval.
