The 325th Contracting Squadron at Tyndall AFB is conducting a non-personal services acquisition to provide Explosive Ordnance Disposal (EOD) MAJCOM Support Technicians in support of AFCENT/A47 at Shaw AFB, South Carolina. The contract covers various EOD support requirements, including scheduling and setup of training courses, maintenance of tools and munitions accounts, documentation, drafting plans and procedures, reviewing technical reports, and ensuring compliance with ground and explosive safety measures. This acquisition is a sole source award intended for a Service Disabled Veteran Owned Small Business (SDVOSB), specifically R3 Inc, and will be executed under simplified acquisition procedures in accordance with the Revolutionary Far Overhaul (RFO) guidelines. The place of performance is primarily at Shaw AFB, with contract administration from Tyndall AFB. This firm fixed price contract is set for a base period from June 1, 2026, to June 1, 2027, with the option to extend for four additional one-year periods. The acquisition responds to the discontinuation of a centralized IDIQ contract previously managed at Scott AFB, necessitating localized support at each facility. The NAICS code for this action is 541330 with a size standard of $25.5 million, and the product service code is R499. The award is expected to occur no later than June 1, 2026, with mandatory SAM registration for contractors. Any inquiries regarding this sole source acquisition should be directed to SrA William Waters, while questions about follow-on competitive actions should be referred to AMIC.

GENERAL INFORMATION: The 325th Contracting Squadron, Tyndall AFB, Florida, in support of AFCENT/A47, Shaw AFB, is conducting a Non-Personal Services acquisition for Explosive Ordinance Disposal (EOD) MAJCOM Support Technicians. Requirements under this acquisition will include including scheduling and setup for EOD training courses, to include joint service/multinational events, and Combat Support Training Range (CSTR) events, training documentation, maintenance of EOD tools and equipment, maintenance of EOD munitions accounts, equipment and munitions documentation, drafting plans and procedures, reviewing EOD technical reports and making recommendations to management, running unit “checklist”, and ground and explosive safety requirements. Place of performance for the AFCENT/A47 MAJCOM Support Technicians acquisition will be at Shaw AFB, South Carolina. This is a bridge action as defined at DAFFARS 5302.1. This acquisition utilizes the RFO (Revolutionary Far Overhaul) and related agency deviations, in lieu of the current FAC (Federal Acquisition Circular).

This action is non-competitive, and is expected to be set aside to a Service Disabled Veteran Owned Small Business, and accomplished as a sole source award to R3 Inc, using simplified acquisition procedures conducted in accordance with Revolutionary Far Overhaul (RFO) Part 12. An electronic solicitation will not be posted to the GPE.

The Centralized IDIQ contract for EOD support was discontinued at Scott AFB and this requirement was passed down to the customer at each location they supported. With the short time to award it was logical to put a sole source in place to provide contracting an opportunity to generate a requirement for a Base of one year with four (4) options at one year each. 325 CONS does not have an expected award date for the competitive award because AMIC will be responsible for that action.

The NAICS Code is 541330 (Engineering Services) with a size standard of $25.5M and the product service code (PSC) is R499.

The requirement will be awarded as a Firm Fixed Price (FFP) Contract for a period of performance of 1 June 2026 -  1 June 2027. SAM Registration is mandatory for this contract. The expected award date for this requirement is NLT 1 June 2026.

For Information regarding this sole source acquisition contact SrA William Waters, william.waters.7@us.af.mil. Please direct questions for the follow-on action to AMIC.
