The U.S. Army Research Development and Engineering Command, Natick Contract Division, on behalf of the U.S. Army Soldier and Biological Chemical Command, Soldier System Center, plans to negotiate and award a purchase order to Tech Med Inc without full and open competition under Federal Acquisition Regulation part 6.302-1. This procurement seeks to conduct a detailed study focused on the epidemiological and clinical characteristics of modern bomb and blast injuries. The objective is to gather and analyze existing data to better understand injury patterns, particularly primary blast injuries and their impact on clinical outcomes, as well as to assess the significance of multiple penetrating injuries and lethality associated with specific injury patterns. The research aims to inform improvements in protection, tactical adjustments, medical treatment protocols, and resource allocation for military counter-insurgency and civilian counter-terrorism scenarios. The study will compile data in a manner that protects individual privacy, effectively creating a quasi meta-analysis of defined patient populations and sub-populations. Key goals include describing contemporary blast injuries, identifying critical injury mechanisms, comparing these injuries with historical combat and civilian gunshot wounds, and developing updated field care guidelines. Though this is not a solicitation for quotations, the government will consider any submissions received within seven days of the announcement to determine whether a competitive procurement process is warranted. Interested parties were invited to express their interest and capabilities by April 12, 2004, via written communication to the Natick Contracting Division, with inquiries accepted only by email.

Full Description

The US Army Research Development and Engineering Command (USA RDEC), Natick Contract Division, in support of the U.S. Army Soldier and Biological Chemical Command, Soldier System Center (USA SBCCOM, SSC), intends to conduct negotiations and award a p urchase order to Tech Med Inc on the basis of other than full and open competition in accordance with Federal Acquisition Regulation part 6.302-1. This acquisition is for the procurement of a study to research and develop an epidemiological and clinical p icture of contemporary bomb and blast injuries required for the purposes of developing protection, adjusting tactics and treatments for injury mitigation and resourcing medical care in military counter-insurgency and civilian counter-terrorist settings. T here is a pressing need for a clear understanding of the patterns of injury and consequences of contemporary bombing events, particularly with respect to the nature, frequency and outcome of primary blast injury, both as a dominant determinant of clinical course and when accompanied by other mechanisms of injury. The intent of this research is to use existing data resources and analysis to a) Provide an epidemiological and clinical description of contemporary blast and bomb injuries; b) Identify the signif icance of primary blast injury; c) Identify the importance of multiple penetrating injury; d) Identify the lethality associated with specific patterns of injury; e) Identify opportunities for high value protection and injury mitigation; f) Compare and c ontrast blast and bomb injuries with contemporary and archival combat data and contemporary civilian gunshot wounds; and g) Provide contemporary guidelines for field care of blast injury. The purpose of this study is to aggregate data into a quasi meta-a nalytic format for defined patient populations and sub-populations, thus posing no risk to privacy of individuals injured. THIS IS NOT A REQUEST FOR QUOTATIONS. However, the Government will consider all quotations received within seven (7) days after dat e of publication of this announcement. A determination by the Government not to compete this proposed purchase order based upon responses is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may identify their interest and capability to respond to this requirement to the U. S. Army Research Development and Engineering Command, Natick Contracting Division, ATTN: AMS RD-ACC-NS/Peggy Dube, Natick, MA 01760-5011 no later than 5:00 p.m. EST on 12 April 2004. Inquiries may be made via e-mail to contact@example.gov. Telephone inquiries will not be accepted. See FBO Note 22.

Systems for Phenotypic Evaluation, Clinical Trajectories, Response, and Agency (SPECTRA)
Solicitation # ARPA-H-SOL-26-163
The Systems for Phenotypic Evaluation, Clinical Trajectories, Response, and Agency (SPECTRA) program, issued by the Advanced Research Projects Agency for Health (ARPA-H) under solicitation ARPA-H-SOL-26-163, aims to advance the understanding and treatment of autism by identifying evolving developmental trajectories across the lifespan. The program focuses on the nonlinear interactions between genetic, biological, behavioral, and environmental factors to move toward personalized intervention. The scope of work is divided into four Technical Areas: Multi-Factor Analysis and Trajectory Identification (TA1), Population-Scale Modeling and Data Integration (TA2), Precision Intervention and Trajectory Testing (TA3), and Technologies for Communication, Quality of Life, and Embedded Assessment (TA4). Key deliverables include an operating federated network with at least ten live nodes, open-license data standards, a versioned model registry, and the development of technologies that combine clinical assessment with tools to improve daily function and quality of life. Awards will be made via Other Transaction (OT) instruments to proposers determined to be the most advantageous to the government based on scientific merit, capabilities, price/value analysis, and relevance to the ARPA-H mission. The program utilizes a milestone-based acceptance process with gates at 12, 24, and 48 months. Technical requirements emphasize privacy-preserving linkage, differential privacy, and secure execution. Proposers must be registered in SAM.gov and are required to use specific templates for Solution Summaries, with staggered submission deadlines ranging from October 2026 through January 2027.
