EPOXY COATING KIT

The U.S. Department of Defense, through DLA Maritime - Puget Sound, is soliciting epoxy coating kits under a total service-disabled veteran-owned small business (SDVOSB) set-aside using commercial item procedures per FAR Parts 12 and 13.5. The contract will be awarded as a firm fixed-price supply agreement for FOB Destination delivery to Puget Sound Naval Shipyard in Bremerton, Washington, with the receiving point at Building 514 D1, and all deliveries must arrive by April 30, 2026. The NAICS code is 325510, and the product service code is 8010. Offerors must be currently registered in SAM.gov, provide their CAGE code, complete all required representations and certifications, and submit manufacturer information for the proposed items. The solicitation requires a signed original package with pricing for each CLIN and must include lead time for delivery. The kits must comply with MIL-STD-2073-1 for Level A packaging and MIL-STD-129 for marking and labeling, including Unique Item Identification (UII) via a machine-readable 2D Data Matrix barcode per MIL-STD-130, and all packaging must bear the pure or manufacture date in month/year or quarter/year format. Preservation and environmental controls must meet transport regulations, and items must retain at least 85% shelf-life upon receipt. The contractor must use WAWF for invoicing and submit an “Invoice 2in1” for this fixed-price line item. Acceptance occurs at the destination by the government’s receiving activity, with no inspection at origin. Non-COTS items are subject to NIST SP 800-171 compliance with a current assessment dated within the last three years unless exempted, and COTS items require explicit identification and documentation during bidding.
