The contract solicitation SPE8ES-26-T-2384 is for the procurement of an EPOXY COATING KIT, identified by NSN 8010017271881 and part number RK-BAE-001-S, with a required quantity of 45 kilotons to be delivered FOB destination to the DLA Distribution DDSP New Cumberland Facility in New Cumberland, Pennsylvania. Delivery is due 104 days after award, with an original required delivery date of November 5, 2026, and a need ship date of November 4, 2026. The item is classified as a Type I (Code S) shelf-life item with a non-extendable shelf life of 60 months, and products must be manufactured to ensure at least 85% of the shelf life remains upon receipt by the first government activity. Marking must conform to MIL-STD-129, clearly indicating the manufactured and inspection/test dates, with a special marking code of 32 for shelf-life compliance. Packaging must adhere to MIL-STD-2073-1E and DLA Packaging Requirements (RP001), including palletization standards, and all hazardous materials must meet IP025 requirements for packaging, marking, and shipping. Compliance with the Hazard Communication Standard (29 C.F.R. 1910.1200) as revised by OSHA to align with the Globally Harmonized System is mandatory, requiring submission of Safety Data Sheets (SDS) and compliant hazard labels prior to award. Suppliers must also train personnel on updated SDS and labeling requirements. The contract incorporates multiple FAR and DFARS clauses including those addressing equal opportunity, combating human trafficking, employment eligibility verification, sustainable products, cybersecurity safeguards for covered defense information, prohibitions on certain telecommunications equipment, whistleblower rights, and mandatory electronic invoicing via WAWF. Inspection and acceptance occur at destination, with the government retaining authority over compliance verification. Contractors must hold a Unique Entity ID and disclose size status and socioeconomic certifications; any provision of covered defense telecommunications equipment triggers mandatory reporting. No contract price or total value is stated, and the contract type has not been specified, though the solicitation implies a fixed-price award.
