The National Institutes of Health (NIH) has initiated a streamlined competition under OMB Circular A-76 to assess the performance of Equal Employment Opportunity and Diversity Management (EEODM) programs. This process involves a cost comparison study aimed at determining whether these functions should continue to be performed in-house or by an external contractor. The scope of the study encompasses the development and implementation of NIH-wide policies on EEODM matters, management directive compliance, civil rights and affirmative employment programs, alternative dispute resolution guidance, EEO complaint processing, and administrative support for EEODM activities. Currently, these functions are performed by 51 federal employees. Key officials involved include Joe Ellis as the Competitive Sourcing Official, Larry Manning as Contracting Officer, Lynne Kartsakalis as Human Resources Advisor, and Lawrence Self as the Agency Tender Official. The competition is set to conclude around January 23, 2009, with a subsequent announcement of the cost comparison decision. While this announcement signals the start of the competition, there is no solicitation issued at this time. The place of performance is Bethesda, Maryland, and further inquiries can be directed to Larry Manning and Anthony Brown, NIH contract representatives.
