Solicitation EP2648-10 is a request for a 20-year renewable energy generation commercial service contract issued by Federal Prison Industries on behalf of the Department of State. The project aims to provide approximately 120,000 MWh of annual retail renewable energy for facilities located in Washington DC and Maryland to reduce greenhouse gas emissions while remaining revenue neutral. A key technical requirement is the installation of a 5MW photovoltaic array utilizing panels provided by Federal Prison Industries. The contract includes a price cap of 0.12 dollars per kWh plus escalation and utilizes a specific methodology for calculating Scope 1, 2, and 3 emissions to score proposals. The procurement process included multiple amendments to refine submission requirements and timelines. Amendment 01 clarified that subcontracting plans are only required for large businesses and updated the terminology from Power Purchase Agreement to Energy Savings Agreement. Amendment 02 expanded the page limit for the Management Plan, updated emission calculations, and extended the proposal submission deadline to September 17, 2010. Comprehensive energy usage data, demand profiles, and load duration curves for Department of State buildings were provided to assist bidders in developing their technical and financial proposals.
