NASA Langley Research Center intends to purchase ESI VA One software and associated maintenance from ESI North America under solicitation NNL16600835Q. This proprietary software is essential for performing vibroacoustic modeling and analyses using the Boundary Element Method and Statistical Energy Method. Because ESI is the sole developer of the software, NASA has determined that utilizing another source would result in a substantial duplication of time and resources without expected cost recovery through competition. The procurement process allows interested organizations to submit written capabilities and qualifications to the identified points of contact to determine if the effort should be conducted on a competitive basis. All submissions must be in writing, as oral communications are not accepted. The performance of this contract is located in Hampton, Virginia, and the acquisition is subject to the NASA Ombudsman clause.

Full Description

NASA/LaRC has a requirement for ESI VA One software. NASA/LaRC intends to purchase the items from ESI North America. ESI is the developer for the VA One proprietary software. No other sources develop or provide the required software and maintenance for the VA One software. We currently use and maintain ESI VA One software to perform vibroacoustic modeling and analyses (Boundary Element Method, and Statistical Energy Method). It would take substantial duplication of resources and time for another source to provide the required software, and this addtional expense is not expected to be recovered through competition. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. local time on 09/016/2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.
