Estudio de mercado INSPECCIONES A LAS DESVIACIONES DE CONSUMO Y A LAS ACTIVIDADES OPERATIVAS DE LOS PROCESOS COMERCIALES

Triple A S.A. E.S.P. is conducting a market study and Request for Information (RFI) to gather technical and economic data for the future procurement of comprehensive inspection, investigation, and verification services in Colombia. The scope of work focuses on commercial process operational activities, including pre-billing inspections for consumption deviations, unauthorized connection verifications, meter installation reviews, database updates, and hydraulic efficiency inspections. These services are intended to support billing accuracy, loss management, and claims handling over an estimated performance period of 36 months, with activities strictly aligned to billing cycles and operational calendars. Interested parties must demonstrate significant operational and administrative capacity, including the ability to deploy trained personnel and mobile technology capable of georeferencing and real-time data transmission. Technical requirements include a robust physical infrastructure, site-to-site VPN connectivity, and a proposed operating model detailing personnel structure and yields. Economic submissions must provide unit reference prices and account for mandatory costs such as tax stamps for the District of Barranquilla and comprehensive insurance policies, including a compliance policy for 20 percent of the contract value and extra-contractual civil liability coverage of at least 3,000,000,000 pesos. This RFI serves as a budgetary and structuring tool and does not constitute a formal obligation to contract.
