Full Description

The U.S. Department of State (DOS) intends to issue a Firm Fixed Price Purchase Order to a single source under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, to Kargozian & Case Inc . The period of performance will be for one year. The contractor shall investigate Ethylene Vinyl Acetate (EVA) glass to determine suitability for use on blast resistant construction applications. This investigation shall include literature studies, research into how the construction industry selects a blast resistant product based on the guidance provided by blast engineers, physical testing of EVA samples, and delivery of a construction specification guidance document to be used by government and civilian physical security construction projects. DOS intends to award this requirement as a sole source to Kargozian & Case Inc since the services are a follow-on effort from a current contract award and it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and awarding to another source would cause unacceptable delays in fulfilling the agency's requirements. It is the Government's intent to issue a sole source contract award no later than 30 APR 2021. The North American Industry Classification System (NAICS) code for this requirement is 541330 with the size standard of $16.5 million. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by DOS. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.

The scope of work encompasses program management, transition support, warranty services, and the provision of specialized printers capable of laser engraving, color printing, and chip personalization in accordance with ICAO Document 9303 standards. The contract is structured as a single-award IDIQ with a base year and four option years, utilizing a mix of firm-fixed-price and time-and-materials CLINs for services such as installation, integration, training, and ongoing technical support.
