European Healthcare Environmental Cleaning (HEC) Services

The Defense Health Agency is soliciting proposals for Healthcare Environmental Cleaning (HEC) Services at U.S. Military Treatment Facilities across Germany, with an anticipated award following a formal RFP release on or about July 15, 2026. The contract, identified by solicitation number HT9406-26-R-E006 and NAICS code 561720, will cover an ordering period from May 15, 2027, to May 14, 2032, including a 90-day phase-in period, and will support operations at LRMC in Landstuhl and its outlying clinics in Baumholder, Wiesbaden, and Kaiserslautern; MEDDAC-B in Vilseck and its affiliated sites in Grafenwoehr, Hohenfels, Ansbach, Illesheim, and Stuttgart; and ROBMC in Weilerbach. Services must adhere to the highest medical cleaning standards, including AHE Practice Guidance, CDC and OSHA protocols for CAT-A outbreaks, and ISO 9001:2015 quality management, with cleaning performed around-the-clock in 24/7 facilities and scheduled to avoid peak patient hours where necessary. Offerors must demonstrate technical capability and past performance through a two-tiered pass/fail evaluation process before price becomes a consideration, with performance confidence being significantly more important than cost. The contract requires full compliance with all applicable regulations, including HIPAA, Privacy Act, and FOIA, with mandatory training for all personnel, including subcontractors, on data privacy and confidentiality.
