European Healthcare Environmental Cleaning (HEC) Services

The Defense Health Agency is soliciting proposals for Healthcare Environmental Cleaning (HEC) and Linen Services across multiple Military Treatment Facilities in Germany under solicitation HT9406-26-R-E006, with a NAICS code of 561720 and a Product Service Code of Q901. The contract covers services at Landstuhl Regional Medical Center and its outlying clinics in Baumholder, Kaiserslautern, and Wiesbaden; Medical Department Activity – Bavaria and its clinics in Vilseck, Grafenwoehr, Hohenfels, Ansbach, Illesheim, and Stuttgart; and Rhine Ordinance Medical Center in Weilerbach. Performance will be 24/7 at primary sites, with cleaning tasks required to be scheduled outside normal operating hours in sensitive areas. The ordering period extends from May 15, 2027, to May 14, 2032, including a 90-day phase-in period, with task orders issued on a firm fixed price basis and subject to estimated quantities that become firm upon issuance. All work must adhere to AHE Practice Guidance, CDC, OSHA, and other federal and local standards, with compliance required for ISO 9001:2015 through a documented Quality Control Program that includes workforce productivity metrics, quality assessment methods, and corrective action plans. Contractors must submit monthly inspection reports using a government-provided template and comply with strict quality assurance surveillance by the Government. Proposals must be submitted in four separately structured volumes—Administrative, Technical Capability, Performance Confidence, and Price—each written to stand alone without cross-referencing, using 12-point Arial or Times New Roman font, 1-inch margins, and in .docx, .xlsx, or searchable PDF formats. The Technical Capability and Performance Confidence phases serve as mandatory pass/fail gates, with unacceptable ratings in Technical Capability or limited/no confidence in Performance Confidence leading to automatic disqualification. Price is evaluated as a tradeoff factor but is significantly less important than performance confidence. Offerors must hold firm pricing for 90 days and maintain active SAM registration at submission and award, with foreign entities required to secure an NCAGE code prior to registration. All personnel must meet health requirements including immunizations and annual medical testing, and contractors bear all associated costs.
