The Government reserves the right to make an award to other than the lowest-cost/priced Offeror or to the Offeror with the highest technical rating if the Contracting Officer determines that to do so would result in the best value to the Government. Upon receipt of quotes, the Contracting Officer will review them to determine if each Offeror followed all of the quotation preparation/submission instructions in this solicitation. A quotation that did not follow the submission instructions may be deemed unacceptable and may not be further evaluated. Each quote will be evaluated against the factors described below. An Offeror's failure to address any factor may be considered indicative of the Offeror's lack of understanding of the Government's requirements and may result in the quote being determined unacceptable. Evaluation Factors for Award: FACTOR A - TECHNICAL APPROACH FACTOR B - EXPERIENCE FACTOR C - PAST PERFORMANCE FACTOR D - KEY PERSONNEL FACTOR E - PRICE In determining best value, non-price Factors A through D, when combined, are approximately equal in importance to evaluated cost/price. Factors A and B are the most important factors, and are slightly more important than Factors C and D. Factors C and D are approximately equal in importance. Factor A - Technical Approach The Government will evaluate the Offeror's understanding of the requirements, MML's role, and the complexity of developing and maintaining the webbook; the extent to which its technical approach to the statement of work, demonstrate its ability to provide the required services; and the risks associated with its technical approach. Factor B - Experience The Government will evaluate the Offeror's experience to determine the extent to which the general background, experience, and qualifications demonstrate its ability to perform similar services. Factor C - Past Performance Information The Government will evaluate the Offeror's and, if appropriate, its proposed subcontractors' past performance information to determine its relevance to the current requirements and the extent to which it demonstrates that the Offeror has successfully completed relevant contracts in the past three years. In assessing the Offeror's past performance, NIST will evaluate the quality, timeliness, and ability to control cost and schedule of past work to determine the quality of service, and the extent to which the Offeror has performed work of a similar type, magnitude, and complexity. The Government will assign a neutral rating to Offerors with no relevant past performance. Factor D - Key Personnel Qualifications The Government will evaluate the extent to which the resumes submitted for the Offeror's proposed key personnel demonstrate they have satisfied the minimum requirements described in the SOW and have appropriate education, qualifications, and experience necessary to successfully perform the contract requirements. Cost/Price Evaluation The proposed cost will be evaluated but not scored. 1. The Government will evaluate whether the quoted cost/price is fair and reasonable in relation to the solicitation requirements and consistent with the Offeror's proposed Technical Approach. 2. The Government may use the results of a cost realism analysis to adjust the offeror's proposal to a most probable cost to the Government, for example, price/cost may be adjusted for evaluation purposes if they are deemed to be unrealistically high or low. This may include information from a Government auditing agency, Government technical personnel, and other sources. *** The full text of a FAR provision or clause may be accessed electronically at http://acquisition.gov/comp/far/index.html. *** *** The following provisions apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-3 Offerors Representations and Certifications- Commercial Items.*** *** Offerors must complete annual representations and certifications on-line at http://orca.bpn.gov in accordance with FAR 52.212-3 Offerors Representations and Certifications- Commercial Items.
