This project is designed to establish a foundation for the Community and Social Development department's strategic planning, specifically focusing on Family and Community Supports Services and Community Development. Key deliverables include a preliminary needs assessment and service inventory in the first half of the year, a summary report and detailed recommendations for preventative programming in the third quarter, and a final report including a presentation to the City Council in the fourth quarter. The selected consultant will operate as an independent contractor and must maintain general liability insurance and adhere to a strict supplier code of conduct regarding environmental practices and non-discrimination. Proposals must be submitted electronically by November 10, 2026, and should include an executive summary, narrative, qualifications, references, methodology, and a fee proposal. While the fee is a factor in the selection process, the City maintains sole and unfettered discretion in awarding points and selecting the successful proponent based on negotiated terms.
