The Partnership Evaluation Division (referred to as the “Project Authority”) within Employment and Social Development Canada (ESDC) is seeking the professional services of an Indigenous Consultant or a Consulting firm who has experience working with Indigenous Peoples and communities to conduct various lines of evidence for the evaluation of the Indigenous Skills and Employment Training (ISET) Program. The Consultant will be responsible to conduct a mix of individual and group-based data collection methods. Given the scope of the ISET Program evaluation, the methodology would need to be co-developed with Indigenous Partners following a distinction-based approach. Therefore, the format of individual and group-based data collection methods would be adapted to the needs of Indigenous partners. Potential data collection methods would include key informant interviews, case studies, focus groups, storytelling, sharing circles, photovoice and/or video voice as well as any other culturally-adapted data collection methods.
