Evaluation of the Indigenous Skills and Employment Training (ISET) Program (or “the Program”)

Employment and Social Development Canada is seeking an Indigenous Consultant or consulting firm to provide professional services for the evaluation of the Indigenous Skills and Employment Training Program. The selected provider will be responsible for gathering various lines of evidence through a combination of individual and group-based data collection. A critical requirement of this contract is the co-development of the evaluation methodology with Indigenous Partners, ensuring a distinction-based approach that is culturally adapted to the needs of the participants. The scope of work includes utilizing diverse data collection techniques such as key informant interviews, case studies, focus groups, storytelling, sharing circles, and visual methods like photovoice or video voice. This federal solicitation, identified by number 100025086, is managed by the Partnership Evaluation Division and involves performance across Canada. Interested parties are expected to possess significant experience working directly with Indigenous Peoples and communities to ensure the evaluation is conducted respectfully and effectively.
