Evaluation of Thermal Energy Efficiency Programs in Vermont’s Single Family Residential Existing Buildings Market

The Vermont Department of Public Service is seeking a contractor or team of contractors to evaluate energy efficiency retrofit programs for the single-family existing buildings market in Vermont. The scope of work involves assessing both thermal and electrical energy savings across three primary tracks: the Vermont Gas Systems Residential Retrofit program, the VGS low-income home retrofit program implemented with the Champlain Valley Weatherization Service, and the statewide Home Performance with ENERGY STAR program. The selected contractor will perform impact evaluations to provide independent savings estimates and process evaluations to recommend improvements for participation rates and administrative costs. Key deliverables include a final process evaluation report due April 2, 2027, and final impact evaluation reports due May 28, 2027, with all work expected to be completed by September 30, 2027. The total project budget is not to exceed 300,000 dollars, with an additional 50,000 dollars potentially available for technical assistance at the department's discretion. The expected contract period is 14 months, with a 10-month work schedule. Proposals are due by November 10, 2026, and will be evaluated based on the proposed approach, the experience of the bidding firm and key personnel, and the quality of the presentation. Awardees must be available to start immediately and must agree to strict confidentiality requirements regarding consumer billing data.
