The Project proposes construction of a new municipal groundwater production well and associated infrastructure to provide a supplemental and backup potable water supply for the City of San José’s Evergreen Service Area. The Project would be located on a City-owned, primarily undeveloped parcel along Capitol Expressway in San José and would include installation of a groundwater well with a pumping capacity of approximately 1,800 to 2,000 gallons per minute (gpm) and a maximum depth of 800 feet. Associated facilities would include aboveground electrical and control equipment, valves, piping, a secure fenced enclosure, and approximately 175 linear feet of water pipeline to connect the well to the existing potable water distribution system, as well as stormwater connections and related appurtenances. The Project would add approximately 0.15 acre of impervious surface and require removal of two trees. Construction would occur over approximately 26 months and include site preparation, drilling, well installation and testing, utility connections, and construction of ancillary facilities, with temporary 24-hour operations required during portions of drilling and well installation. Once operational, the well would provide supplemental water supplies during periods of peak demand, drought, maintenance activities, or interruptions in wholesale water deliveries. Routine operation and maintenance would be conducted by existing City staff, and all construction and operation activities would comply with applicable federal, state, and local environmental regulations.
