Everly Road Safety Improvement Project

Paupack Township in Wayne County, Pennsylvania is soliciting bids for the Everly Road Safety Improvement Project, a fixed-price construction contract aimed at enhancing road safety through pavement overlay using a Superpave 9.5mm wearing course, joint sealing, striping, and installation of traffic control devices including Stop Signs, flashing Turn Warning signs, Chevron Alignment Signs, High Friction Surface Treatment, and PennDOT Type 31 guardrails with MSKT end treatments. All work must adhere to Pennsylvania Acts 3, 161, 141, and 38, mandating U.S.-manufactured materials and utility notification compliance, as well as MUTCD Chapter 2C standards for signage. Prevailing wage rates, effective May 1, 2026, apply to all labor classifications and must be paid in accordance with state law. The bid package requires a 10% bid bond, completed Bid Form, Supplemental Bidder Information Form, Non-Collusion Affidavit, and Nondiscrimination and Sexual Harassment Clause, all signed and notarized where applicable. The Township reserves the right to award to the lowest responsible bidder and may reject any or all bids, waive informalities, and hold bids for up to five days after opening for evaluation. The successful bidder must provide a 100% performance and payment bond within 20 days of award and comply with stringent pre-construction requirements including pre-approved on-site supervision, submission of a Schedule of Values, insurance certificates naming the Township and its consultant Kiley Associates, LLC as additional insureds, and adherence to AIA A105-2017 and A201-2017 contract documents—with Section 4.6 modified to require litigation over arbitration. Work must be completed within 60 days of Notice to Proceed, with retainage initially set at 10% and reduced to 5% upon 50% completion. Invoicing must use AIA G702/703 forms, and certified payroll records are mandatory. The contractor is responsible for site restoration, temporary utilities, portable sanitation, dust control water, OSHA compliance, and removal of rejected work at no additional cost.
