Excavation Services

The County of Yolo is soliciting proposals for general excavating and underground piping construction and repair services under solicitation number RFP-2026-0008, with a response deadline of June 11, 2026. The work encompasses a broad range of activities including pipelaying, culvert installation, landfill gas piping, drainage maintenance, and emergency response within a 50-mile radius of the Yolo County Public Works Corp. Yard, with services required to be performed countywide at various locations as directed by County engineers. Contractors must be prepared to respond to emergency calls within two hours and must comply with prevailing wage laws and California’s Public Works Contractor Registration Law (SB 854). All work must utilize certified HDPE butt fusion equipment and personnel, and contractors are required to provide fixed pricing for a one-year base period with the option for up to three additional one-year extensions. The County spent approximately $250,000 on these services in the prior fiscal year, and multiple awards may be issued based on competitive evaluation. Proposers must submit detailed pricing through Exhibit B, include a markup of no more than 15% on rental equipment, and adhere to F.O.B. destination terms with freight prepaid, excluding sales tax and federal excise taxes. Evaluation of proposals will be based on a trade-off process that prioritizes overall value over lowest price, with point allocations of 35 for qualifications and experience, 25 for demonstrated competence, 20 for reasonableness of costs, and 20 for references. Proposal quality and completeness is a pass/fail threshold criterion, and failure to meet it results in immediate disqualification. Offerors must certify compliance with federal debarment and suspension regulations, provide proof of workers’ compensation and general liability insurance, and attest to the absence of conflicts of interest or collusion. HIPAA compliance is required for handling protected health information, and contractors must indemnify the County against claims arising from their negligence. All subcontractors must be bound by the same contractual obligations. Invoices must include contract or purchase order numbers and detailed service descriptions and will be processed by the County Auditor-Controller within 30 days of authorization. Proposals must be submitted electronically via the Beacon Bid portal, with no hard copies accepted, and must include all required exhibits, properly labeled and signed. The contract will be administered by the County’s Director or designated representative, with audit rights reserved under Generally Accepted Government Auditing Standards, and no Unique Entity
